South Wales Dairy Technical Officer

Farming Connect


Farming Connect is a high profile, integrated project which supplies focussed training, support and advice, delivered through a pan-Wales programme of knowledge transfer activities, specialist advice and support for innovation. A key objective is to increase the emphasis on business-focused behaviour, therefore improving profitability, competitiveness and environmental performance of farm, forestry and food businesses in Wales. 


Farming Connect is funded through the Rural Development Plan (RDP) 2014 - 2023, which is funded by the European Agricultural Fund for Rural Development and the Welsh Government.


Aim of the Role


To provide dairy specific expertise in the development and implementation of trials for the programme’s three tier model of demonstration sites in-line with the Farming Connect Strategic Advisory Board’s priorities.


Main Responsibilities

  • Support the Technical Development Manager in ensuring technical development targets are achieved and the service provided is of the highest standard

  • Ensure that Welsh Government’s strategies and policies are incorporated into the delivery of the programme

  • Work as part of the Technical Development team providing expertise in the Dairy Technical Officer specialism within own region and across other areas, according to the demonstration site specialism requirements and locations

  • Lead on at least one other key sector, priority or cross cutting theme to be determined by the Farming Connect management team

  • Continually develop knowledge and understanding of other specialisms, ensuring the provision of a holistic service to the customer; with a commitment to carrying out any research and learning and development required to meet these needs

  • Research the priority areas to explore which have been identified by the Strategic Advisory Board, Knowledge Transfer Sub Group, Knowledge Exchange Hub and Development Officers

  • Proactively identify new opportunities for research and trials

  • Assist the Technical Development Manager in the development of quarterly Knowledge Transfer Delivery Plans for approvals by the Knowledge Transfer Sub Group, taking consideration of all sectors and cross cutting themes

  • Regularly and systematically liaise with the Technical Development Manager in disseminating themes, research findings and programme content via the quarterly Delivery Plans, ensuring core industry project findings are incorporated into day to day responsibilities as necessary

  • Support the effective performance of the Knowledge Transfer Sub Group, ensuring the careful management of the balance between top-down strategic aims and bottom-up industry led demands

  • Plan, implement and evaluate on-site trials and projects

  • Lead on the development of Demonstration Site projects, trials and events with the relevant Development Officer, ensuring there is no duplication, but rather enhanced complementarity, between projects and that they meet the needs of the local community

  • Work closely with the relevant Regional Development Manager and Development Officer, ensuring the effective planning and implementation of Innovation, Demonstration and Focus Site events within a specific area

  • Work closely with the Marketing and Communications team to ensure that events are promoted according to the integrated marketing and communications strategy to the target audience in an effective and timely manner

  • Ensure that the Farming Connect website is updated regularly with all reports and updates form projects and best practice events

  • Ensure that event registration and attendance at events are recorded according to the Service Centre’s innovative registration and attendance recording methods; and that these are submitted to the Service Centre in a timely manner

  • Ensure that accurate and relevant reports are regularly provided to the Technical Development Manager to facilitate the process whereby Farming Connect technical development outputs are accurately monitored, reviewed and reported to the Contract Manager and  Welsh Government in-line with contract requirements, and in order to satisfy relevant Audit requirements

  • Collate statistics on Farming Connect’s Dairy activity and contribute to reports for the Technical Development Manager

  • Attend meetings as requested by the Farming Connect management team



  • Ensure standards for quality, customer service, equality and diversity, health and safety and biosecurity are met

  • Accept other reasonable duties and responsibilities as required

  • Represent Menter a Busnes as required


Skills and Experience



  • Educated to degree level, or equivalent, in dairy, agriculture or related subject and/or demonstrable experience of working in the agricultural industry in Wales

  • Thorough knowledge of the agricultural and forestry sectors in Wales, with the ability to identify the latest information and research work relevant to those sectors

  • Able to disseminate themes, research findings and programme content in a practical and clear manner relevant to the audience

  • Recent experience of working with academic organisations and institutions

  • Extensive awareness of agricultural policy development, as well as Welsh Government strategies and policies

  • Experience of organising events

  • Strong project management skills

  • Able to produce qualitative and quantitative reports in a timely manner

  • Able to develop and integrate new services in an effective and timely manner

  • Able to make difficult and timely decisions for the benefit of the business and/or service, including raising appropriate concerns regarding service delivery, budgets and staff/sub-contractors

  • Advanced presentation and interpersonal skills

  • Able to be proactive and drive things forward effectively, both independently and as part of a team

  • A self-motivator, accepting responsibility for setting and reviewing priorities for achieving targets, with a clear focus on quality

  • Excellent oral and written communication skills

  • Advanced standard of IT skills, including Word, Excel, PowerPoint, Email, Databases and Internet

  • Full driving licence and use of a car (this role may require travel across Wales)



  • Oral and written bilingual (Welsh/English) communication skills

  • Knowledge of the Farming Connect Programme
