Development Manager: Food Sector (North East)


Cywain, delivered by Menter a Busnes is a model providing targeted support to micro and SME businesses operating in the Welsh food and drink sector. We have received funding through the Welsh Government Rural Communities - Rural Development Programme 2014 – 2020. Project funding has been secured until October 2022.


Support provision is in place to develop the capacity and capability of businesses, facilitate knowledge transfer and industry intelligence and strengthen supply chain integration. Delivery is pan Wales with an emphasis on collaboration with businesses which add value and market development for growth and job creation. Cywain has developed a wide network of stakeholders and integral to the client development is a coherent approach with other delivery partners.


There are three strands to the project:

  • Support for start-up and micro businesses
  • Diagnostic support available to all businesses within the food and drink sector in Wales
  • Clustering and collaboration between businesses to promote business growth and efficiency


Aim of the Role

To lead the development of the project and provision of the service to new businesses or those which are growing mainly within the specified geographical area and provide food and drink sector specific expertise. The post holder will be expected to inform and facilitate the development of the businesses in the Region, identify and respond to the sector’s requirements and coordinate the provision within the budget


Main Responsibilities

Project Development and Service Provision

  • Ensure provision of the project’s services to food and drink producers and businesses within the specific area
  • Foster a close relationship with producers and processors to identify their growth needs through diagnostic assessment and create an appropriate support programme
  • Recruit groups and individuals from across the supply chain to the project with a focus on potential for growth and job creation
  • Work with groups of producers, and individuals, to identify and develop new products and markets
  • Prepare an action plan and undertake a diagnostic assessment at the outset of the work with each group/individual and manage the resources within the project’s budget
  • Co-ordinate activity and disseminate intelligence from the project’s thematic initiatives in the region, ensuring client contribution where required
  • Create good links with individuals, businesses and other bodies involved with innovation, product development and new market development for a coherent delivery
  • Work closely with the Line Manager, Project Manager and the other Development Managers to plan, manage and professionally execute a portfolio of events/ exhibitions and study tours both locally and nationally, ensuring a relevant and engaging content schedule
  • Arrange and deliver workshops on specific themes within the Region
  • Identify needs, plan and advise businesses on their development, referring to alternative sources of support where appropriate
  • Encourage client ownership of the business and its development throughout the support process
  • Manage and monitor the budget set by the Project Manager, ensuring value for money and collaborative delivery where feasible
  • Take responsibility for all activity and client development in the region and that geographical targets are met
  • Continually develop knowledge and understanding of other specialisms, ensuring the provision of a holistic service to the customer; with a commitment to carrying out any research and learning and development required to meet these needs
  • Be prominent and flexible whilst mainstreaming the service in the Region


Monitoring and Evaluation

  • Ensure that accurate and relevant reports are provided at the end of the work with each group/individual and that outputs are accurately monitored, reviewed and reported to the Project Manager and Welsh Government in-line with contract requirements, and in order to satisfy relevant Audit requirements
  • Keep detailed records of all activities and paperwork in order to ensure the monitoring and achievement of project targets, in compliance with the project’s and Welsh Government’s reporting and monitoring systems
  • Take responsibility in ensuring that all documentation for work undertaken within the region is up to date and completed in accordance with the scheme requirements
  • Produce a final report at the end of the work with each group/individual, which reports on the strengths and weaknesses of the activity/assistance received



  • Ensure standards for quality, customer service, equality and diversity, health and safety and biosecurity are met
  • Accept other reasonable duties and responsibilities, and input into related food assignments undertaken by Menter a Busnes as required
  • Represent Menter a Busnes as required


Skills and Experience


  • Educated to degree level or equivalent in business, economics, agriculture, food, land-based, or relevant subject
  • Thorough understanding of the agri-food sector in Wales, with the ability to identify the latest research and information relevant to the sector.
  • Broad understanding of policy development, as well as Welsh Government strategies and policies
  • Good understanding and/or demonstrable experience of working with primary food producers and the private sector
  • Demonstrable experience of managing and engaging with clients / businesses either face to face, via e-mail or over the phone
  • Ability to evaluate and use evidence in a practical and clear manner which is relevant to the audience and to think creatively, expressing the benefits, disadvantages and risks of different options
  • Ability to assess and gain a clear understand client needs, and support them in line with their individual needs
  • Good understanding of business accounts and business plans
  • Skills and experience of developing excellent networks at various levels (e.g. formal and informal contacts) from potential beneficiaries to professionals within partner organisations
  • Excellent organisation and coordination skills, with experience of arranging exhibitions and events
  • Ability to develop and integrate new services in an effective and timely manner
  • Excellent presentation and interpersonal skills, with the ability to make and communicate difficult decisions in an impartial manner 
  • A proactive self-motivator, accepting responsibility for setting and reviewing priorities for achieving targets, with a clear focus on quality
  • Awareness of food safety standards and regulatory requirements within the industry
  • Excellent bilingual communication skills (Welsh/English) both verbal and written
  • High level IT skills including Microsoft packages, databases and the web
  • Full driving license and the use of a car (the role could mean travelling across Wales)
  • Available to work evenings and weekends occasionally



  • Demonstrable experience of running marketing and communications campaigns
  • Demonstrable experience of working / running a project of a similar scale
