Business Development Manager



Menter a Busnes is one of Wales’ leading independent economic development companies. As well as delivering business support programmes and services on behalf of Welsh Government and other national and regional organisations, we work with commercial clients to design and deliver services in areas such a business support, entrepreneurship and innovation to develop and grow their businesses.


Due to recent and sustained company expansion, we are seeking a Business Development Manager to strategically support our continued growth.



This is a strategically positioned overarching role, responsible for:


commercially identifying new business opportunities and increasing income with existing and new clients, whilst also;


operationally developing internal continuous improvement measures and interpreting, reporting and securing company data to improve business performance.




Business Development: Commercial  

  • Achieve set income targets by delivering a professional business consultancy service (branded as ‘Mabis’) to a diverse portfolio of clients across all sectors, in a specialist area(s) such as business development and growth, management development, business finance, procurement, marketing  

  • Prospect for potential new business opportunities by growing, maintaining and leveraging appropriate networks, creating proposals and quotations for new work and securing resources for delivery as necessary

  • Manage online procurement platforms and monitor alerts for available tenders to identify suitable business opportunities to pursue, coordinating with internal colleagues to collect data and evidence for responses and proposals as necessary

  • Effectively manage commercial relationships with clients, including drawing up client contracts and/or service level agreements to ensure expectations are met or exceeded

  • Proactively contribute to the development of the Mabis brand name and lead on creating plans to promote and sell the service

  • Manage and maintain strong relationships with stakeholders across all sectors, including professional/sector bodies, institutions, clients and any consultants completing work on a freelance basis

  • Manage, monitor and evaluate service quality and delivery, ensuring performance targets are met and services are continuously improved

  • Present to and consult with senior management on business and market trends and possible growth areas to diversify services


Business Development: Operational

  • Facilitate colleagues in monitoring and analysing current systems of work to identify opportunities to develop and implement continuous improvement measures and new ways of working

  • Consult with internal teams/projects to understand their business data needs and work with the IT team as necessary to identify possible development items to improve efficiencies, managing prioritisation in line with available resources 

  • Accurately represent data through reports and data visualisations to aid with business planning and decision making

  • Act as Menter a Busnes’ Data Protection Officer*, providing assurance, advice and guidance to senior management and staff in relation to GDPR, including their data protection obligations

  • Monitor the company’s compliance with the GDPR and internal data protection policies and procedures, including monitoring the assignment of responsibilities, awareness training and training of staff involved in processing operations and related audits

  • Ensure the rights and freedoms of the data subjects are adhered to and act as the main point of contact for external communication regarding GDPR, including the Information Commissioners Office as necessary



  • Ensure standards for quality, customer service, equality and diversity, data protection and health and safety are met

  • Accept other reasonable duties and responsibilities and represent Menter a Busnes as required


*Comprehensive Data Protection Officer training will be provided.









Degree qualified, or equivalent



Professionally qualified in a business-related field at level 4 or above, or equivalent



Professionally qualified in a people management-related field, or equivalent




Demonstrable experience of working and succeeding in a similar role with a focus on sustainable business performance improvement and growth



Demonstratable experience of achieving challenging financial targets



Proven experience of building and maintaining productive internal and external relationships



Experience of writing and reviewing pre-qualification questionnaires, tenders and quotations



Experience in financial management, including budgetary control and reporting, financial forecasting and cost management



Demonstrable experience of managing and developing people



Experience of marketing and promoting business services


Skills & Knowledge

Expertise in a specific business-related area(s), for example business development and growth, management development, business finance, procurement, marketing  



Proven creative and strategic thinking skills, able to develop creative solutions and integrated developments that improve business performance



Able to work independently in a structured and analytical manner, as well as supporting and motivating others as part of a team



An adaptable self-starter, able to manage multiple tasks simultaneously and work under pressure to meet deadlines



Strong analytical skills, able to manipulate and critically evaluate large data sets to produce high quality, accurate management information



Comprehensive report writing skills, able to convey information accurately and persuasively, including communicating technical information to non-technical users clearly and concisely



Clear, passionate and engaging presentation skills, with the confidence to present to various audiences



Excellent bilingual communication skills (Welsh/English) both verbal and written



Strong knowledge and understanding of Data Protection and GDPR



Excellent Microsoft Office applications skills, including Excel at advanced level  



A current driving licence and use of a car for business purposes



Thorough knowledge of e-procurement systems / websites
