Business Development Officer

Background

The purpose of the project is to support small food, drink and land based producers in the counties of Bridgend, Caerphilly, Blaenau Gwent, Merthyr Tydfil, Rhondda Cynon Taff, Monmouthshire, Newport, Neath Port Talbot, Powys, Torfaen and the Vale of Glamorgan to work together and develop collaborative projects.

 

The project will be a catalyst to increase the participation of producers and encourage them to take part in project activities, where they would be supported to form collaborative clusters to create specific projects that will provide further business opportunities. Businesses are supported to develop their capacity, facilitate the transfer of knowledge and industry intelligence as well as reinforce integration within the supply chain. The emphasis will be on collaboration, adding value and developing new projects.

 

The scheme is funded through the Welsh Government's Rural Communities - the 2014-2020 Rural Development Programme, and the lead body is Bridgend County Borough Council.

 

It is possible to apply for a full or part-time role.

 

Aim

 

To lead the development of the project and the provision of the service to new or growing businesses within the identified geographical area. The post holder will be expected to be proactive, providing encouragement and support especially for businesses that are not engaged with business support providers.  There will also be a need to steer and facilitate the development of specific collaborative projects in the region, and encourage the development of business clusters.

 
 

Main Responsibilities

 

Project Development and Service Provision

  • Ensure provision of the project’s services to groups of producers and individuals within the specific area.

  • Foster a close relationship with producers and processors to identify their growth needs.

  • Recruit groups and individuals from across the supply chain to the project.

  • Work with groups of producers, and individuals, to identify and develop new products and markets.

  • Prepare an action plan and undertake a diagnostic assessment at the outset of the work with each group/individual and manage the resources within the project’s budget.

  • Create good links with individuals, businesses and other bodies involved with innovation, product development and new market development for a coherent delivery.

  • Work closely with the Project Manager and the rest of the team to plan, manage and professionally execute a portfolio of events / exhibitions, ensuring a relevant and engaging content schedule.

  • Arrange and deliver workshops on specific themes within the Region.

  • Identify needs, plan and advise businesses on their development, referring to alternative sources of support where appropriate.

  • Encourage client ownership of the business and any projects developed throughout the support process.

  • Take responsibility for all activity and client development in the region and that geographical targets are met.

  • Continually develop knowledge and understanding of other specialisms, ensuring the provision of a holistic service to the customer; with a commitment to carrying out any research and learning and development required to meet these needs

 

Monitoring and Evaluation

  • Ensure that accurate and relevant reports are provided at the end of the work with each group/individual and that outputs are accurately monitored, reviewed and reported to the Project Manager in-line with contract requirements, and in order to satisfy relevant Audit requirements.

  • Keep detailed records of all activities and paperwork in order to ensure monitoring and achievement of project targets, in compliance with the project’s and Welsh Government’s reporting and monitoring systems

  • Take responsibility in ensuring that all documentation for work undertaken within the region is up to date and completed in accordance with the scheme requirements.

  • Produce a final report at the end of the work with each group/individual, which reports on the strengths and weaknesses of the activity/assistance received.

  • Ensure standards for quality, customer service, equality and diversity, health and safety and biosecurity are met

  • Accept other reasonable duties and responsibilities as required

  • Represent Menter a Busnes as required

 

Skills and Experience

 

Essential

  • Educated to degree level or equivalent qualifications in either agriculture, food development, land based related subjects

  • Demonstrable experience of working in developing primary producers in Wales

  • Thorough knowledge of the agri-food and land based sectors in Wales, with the ability to identify the latest information and research work relevant to the sector

  • Extensive awareness of relevant policy development, as well as Welsh Government strategies and policies

  • Excellent co-ordination skills

  • A good understanding or experience of working with the private sector

  • Able to develop and integrate new services in an effective and timely manner

  • Advanced presentation and interpersonal skills

  • Able to be proactive and drive things forward effectively, both independently and as part of a team

  • A self-motivator, accepting responsibility for setting and reviewing priorities for achieving targets, with a clear focus on quality

  • Awareness of food safety standards and industry regulatory requirements

  • Excellent oral and written communication skills

  • Advanced standard of IT skills, including Word, Excel, PowerPoint, Email, Databases and Internet

  • Full driving licence and use of a car (this role may require travel across Wales)

*Applications will be considered where applicants hold an Entry level of oral and written bilingual (Welsh/English) communication skills and whom are committed to reaching an Intermediate level, with support from the Menter a Busnes and within a timeframe agreed by the Company.    

 

Desirable  

  • Experience in an agri-food or land based enterprise  

  • Experience of arranging events.
